Stop Whining About the LEAC

   The hated and confusing Levelized Energy Adjustment Clause is not unfair, nor a rip-off, nor part of some evil conspiracy.  And when given a chance to lower rates, we in the territory have repeatedly chosen other priorities over lower utility rates, so everyone needs to stop whining and blaming the V.I.
