In a recent letter, Ivan Butcher II made the inaccurate assertion that WAPA would buy petroleum coke from HOVENSA for the Alpine Energy Waste-to-Energy Plants that HOVENSA would otherwise pay other entities to take “off its hands.” In fact, there is a well established and competitive market for petroleum coke. As a result, HOVENSA is able to sell all of the petroleum coke that it produces. HOVENSA will continue to sell the petroleum coke that it produces whether or not the Waste-to-Energy Plants are constructed in the Virgin Islands. Sincerely,
