PSC DECISION ON LOCAL PHONE ACCESS POSTPONED

May 3, 2001 — A decision on the Wireless World/Innovative Telephone case before the Public Services Commission is not expected until sometime next week, according to PSC executive director Keithly Joseph.
The decision had been scheduled to be released today, but participants in the case were given an extension of time to file briefs, and that extended the time for review by hearing examiner attorney Frederick Watts.
Wireless World is seeking to enter the local telephone service market, which has been the exclusive domain of Innovative (formerly named Virgin Islands Telephone Corp., or Vitelco.)
Negotiations between the two companies toward an agreement under which Innovative would provide access to Wireless World are stalled. Wireless World has asked the PSC to remove Innovative's status as a rural telephone company so it will have to comply with more stringent access guidelines set by the Federal Communications Commission. Innovative has filed a counter-complaint with the PSC charging that Wireless World is negotiating in bad faith.
According to documents on files with the commission, the hearing examiner is considering all aspects of the case together, and his decision should address all of the issues.
