V.I. CONTRACTS FOR ONE-STOP WORKFORCE SERVICES

Aug. 27, 2003 – The V.I. government has contracted for the infrastructure and application management support of a stateside company to help implement, manage and maintain its one-stop workforce services for up to 19,000 individuals.
NaviSite, based in Andover, Massachusetts, announced on Wednesday that the V.I. government has just completed installation of the America's One Stop Operating System.
The AOSOS is aimed at helping local and state governments meet the requirements of the evolving federal Workforce Investment Act of 1998. The system delivers federally mandated performance results and reporting, while providing services via the Internet to individuals, employers, and workforce and training service providers and staff.
Labor Commissioner Cecil Benjamin solicited the assistance of NaviSite to aid in the implementation of AOSOS.
Eleuteria "Terry" Roberts, Labor assistant commissioner for employment and training, said NaviSite worked alongside the department in completing the implementation. "NaviSite has been excellent in delivering high-quality work within our limited time frame," she said. "We felt comfortable partnering with a company which has the knowledge, experience and services needed to make the project a success."
NaviSite also is expected to host and manage the application from its data center in Syracuse, New York.
"For this type of program, responsiveness and dependability are critical," Benjamin said. "If our servers are down for any period of time, it will be hard to service our customers."
He said NaviSite will enable the department to virtually eliminate downtime and maximize dependability.
The AOSOS system will be used on St. Thomas and St. Croix to provide one-stop workforce services including job searching and resume matching for thousands of individuals. Once the implementation phase is completed, some 50 Labor Department staff members will use the system's case-management module to track services for job seekers, oversee employer and provider data, and generate reports.
"We are very proud of the work done with the various AOSOS implementations and the ability to work hand-in-hand with our partners in government," Denis Martin, NaviSite's senior vice president for strategy and product management said in a release distributed on Wednesday.
In 1999, the professional services organization Applied Theory developed AOSOS under contract to the New York State Labor Department to meet emerging requirements stemming from the Workforce Investment Act of 1998. Applied Theory is now owned by NaviSite, which is providing the AOSOS software free of charge to other states and territories wishing to take advantage of the comprehensive "one-stop" features of the program. The software is distributed through The AOSOS Consortium.
