Perhaps Gov. Turnbull is right to object – but the U.S.V.I. would only be returning to the 20th century, not the 19th. First, the Navy managed the Islands and the Department of the Interior came later. But no question that getting Interior involved again would be a step back against the gradually strengthening current of democratic local control fought for by many.
Ms. Christensen's action in Congress may be embarrassing but it's her job to raise issues people would rather ignore. Financial problems in the Islands affect many in basic ways; people get hurt because of them. Trying to get a third party to oversee the situation indicates desire for a genuine resolution. It might be healthy.
