V.I. LEADS IN LOSING, FAILING TO USE SCHOOL FUNDS

Please set one of your good reporters on researching why the V.I. does not use the federal funds, when our education system is in such terrible shape on all levels.
Considering the shabby shape of so many of the schools, the lack of materials in the schoolrooms, and the low morale of so many of the teachers, it puzzles me that funds are not used to help alleviate the situation. Where are the weaknesses? Is it the Board of Education? Is it the principals? Is it a lack of leadership? Is it federal rules which tie up these funds?
How can the situation be remedied? I'm not looking for finger-pointing recriminations, or accusations, I'd just like to know what the basic problem is that makes these funds "refunds?"
