Finally: an End to the Carnival Impasse and Melee

Dear Source,
It's interesting: the amount of attention focused on the V.I. Carnival Committee, when in addition to the three big islands' Carnival celebrations, the V.I. government has handed over countless such "grants" to numerous other individuals and organizations. The government has been doing things that a Tourism Authority would do, on behalf of the promotion of cultural and entertainment events for the territory. But that's another discussion.
With no stipulations, checks have been released over the years, and never once (even in the face of dissatisfied audiences) has there been any demand for an audit. This war of personalities is finally done so that we can get to the real issue: the system in place for disbursing these funds is in need of quantified requirements. Period.
All the rest is melee.
