Writer Says WAPA Could Have Had Free Fuel

Dear Source,
Alberto Bruno-Vega (executive director of the Water and Power Authority) can't control the cost of oil and can't make the government pay the past due electrical bills.
He could have cut the cost of fossil fuel oil by allowing an OTEC plant to be built at NON GOVERNMENT expense some 12 years ago. This plant would have used the natural ocean water temperature differential as an energy source. Basically free fuel!
Mr. Bruno-Vega at one point had approved this plan but at a later time withdrew his support.
The system is a proven, viable, producer of both water and electricity and there are several such installations in operation in the world today. (Check WWW.Google.com and insert the word OTEC).
Thanks for your forward-looking brilliance Alberto. It sure is a help today – not.
You ought to fix your miserable, inefficient, ill-maintained system or get out of the U.S. Virgin Islands. What was your REAL reason for dumping the OTEC plan?
