Fourth Suspect Apprehended in Police Officer's Murder

June 7, 2006 – A fourth suspect in the April 2004 murder of V.I. Police Officer Cuthbert Chapman was apprehended on the U.S. mainland at a fast food restaurant in Sunrise, Fla.
The FBI arrested Felix ''Bugsy'' Cruz, 25, at 2 p.m. Tuesday after Sunrise police officers identified him in a Burger King parking lot, according to a story in the Miami Herald.
Cruz, who is charged with first-degree murder, was living in Broward County with his girlfriend and their child.
Cruz and three other men are alleged to have shot Chapman on St. Croix while attempting to rob the Wendy's restaurant at Sunny Isle on April 17, 2004. Chapman died a little over a week later in a hospital in Puerto Rico.
Shortly after the shooting, Chapman gave good descriptions of the shooters to police, Sgt. Thomas Hannah said at the time.
According to FBI Special Agent Paul Russell, Cruz has an extensive arrest record in the Miami area. Along with various trespassing and drug possession charges, Cruz was also charged with battery on a police officer stemming from an incident in December 2004.
Russell said Cruz fled to the Virgin Islands after the battery charges but was later picked up again in Florida.
Russell said he was given the current case in April 2006. "I started looking for him then," he said.
Russell said Cruz has held a driver's license with an address in Lauderhill, Fla., since 2000. But after two weeks of surveillance at that address, Russell said it was clear Cruz wasn't coming back there.
Born on St. Kitts, Chapman joined the V.I. Police Department on June 15, 1992. He was assigned to the Wilbur Francis Command Bicycle Patrol Unit at the time of the shooting. He had been moonlighting at the Wendy's where he was shot.
Troy Moore, known as "Murder" and "C Murder," was the first of the suspects to be arrested. He was picked up May 10, 2004, on St. Croix.
Reinaldo Berrios Jr., known as "Little Rey," was arrested a month later, June 9, also on St. Croix.
Another suspect, Angel Rodriguez, known as "Malungo" or "Dungo," was arrested in Fayetteville, N.C, on Dec. 10, 2004. Cruz is the final suspect to be indicted in the case.
Each suspect has been charged with 11 counts, including murder, car jacking, conspiracy and use of a firearm during a violent crime.
If convicted each of the suspects could face 105 years imprisonment and four consecutive life sentences, according to a release from the V.I. Police Department.
Shawna Richards, V.I. Police Department spokeswoman, said Moore, Berrios and Rodriguez are in federal prison in Puerto Rico awaiting a September trial date.
Russell said after Cruz's intial hearing Wednesday in Florida, the next hearing is scheduled for Monday. Known as a "removal" hearing, that is when it will be determined if Cruz will be returned to the Virgin Islands to stand trial in federal court.
