WAPA Charges Customer for Nothing

Dear Source:
We are so exasperated with WAPA, we could scream. We have been off island for over two months and our WAPA bill has gone UP!! It is just impossible. Residents need not only rate relief but EFFICIENCY. Is that word in any dictionary in use in the USVI? Can anyone READ? We are going to have to monitor our meter on a daily basis, but that's not really going to give us answers.
