Aug. 3, 2006 — A declaration of public exigency signed last week by Acting Gov. Vargrave Richards will allow the V.I. Health Department to procure building supplies, materials and equipment for the Frederiksted Health Care Clinic on St. Croix without going through the normal competitive bidding process.
According to a press release sent recently by Government House, the declaration would allow for various repairs and renovations to the clinic, including the cleaning up of "mold, mildew, moisture, flooding and other environmental hazards."
According to the release, "The proclamation, which took effect on Thursday, July 26 states that the Department of Health is authorized to purchase supplies, etc. in the open market without observing public competitive bidding requirements mandated in the V.I. Code."
No one at the clinic or Richards' office returned repeated phone calls on Thursday to answer how the clinic has gotten to the point where it requires a state of emergency.
