Are Taxes Needed to Repay Debt Incurred?

I question our government how the debt incurred through the issuance of the pension obligation bonds be repaid. For they have not told us, the taxpayers. I want to know if they at any time are basing any of the borrowing on the Government's ability to repay through taxation. I would feel more comfortable if they can come out and tell us NO!!!
