Why Are Gas Prices So High???

Dear Source:
I asked a friend that lives in Sacramento, CA how much gas was running per gallon and what the taxes were. It's $2.90 and out of that $0.63 is tax. Our tax is a $0.07 per gallon so why are we paying $2.99 a gallon?
