Why Are Gas Prices So High???

Dear Source:
I asked a friend that lives in Sacramento, CA how much gas was running per gallon and what the taxes were. It's $2.90 and out of that $0.63 is tax. Our tax is a $0.07 per gallon so why are we paying $2.99 a gallon?
The following is a link to a document that has the taxes by state. http://api-ec.api.org/filelibrary/2006-gasoline-diesel-taxes-summary.pdf#sea rch=%22state%20gasoline%20taxes%202006%22
Is there price fixing going on in the islands?
