Brooks Case Is 'Outrageous'

Dear Source:
If Horace Brooks was guilty on all counts with his employer, I absolutely agree that he should have been summarily fired, period. By the grace of the Governor he remains on PAID leave? Outrageous! What sweet deal is this?
One has to wonder if the V.I. Government has well-developed and comprehensive employee manuals in situations which not only cover the basics required of all government employees but are adjusted according to each government department's unique needs. Such employee manuals should cover everything from hours, employment description, dress, blah blah blah ad nausea but my point is that when an employee is given such a basic manual and signs on the dotted line that they have read and understood the conditions of employment, both parties have an understanding of expectations. It's a contract and within all laws of the United States.
If an employee who signs such an employee agreement screws up then the basic 1-2-3 law applies. Written warning number one from a supervisor and given to employee in the presence of a third party who signs off on the complaint even if the aggrieved employee chooses not to sign. Ditto for next two offenses. Then suspension without pay.
So, does the V.I. Government have up to date employee manuals which ALL employees have signed for? Is that a bit of a poser? Mr. Brooks is not facing criminal charges in any court but it seems that our good Governor is using taxpayer dollars to keep him on the payroll under some sweetheart deal until Mr. Brooks can maybe be shoved into some other government position.
From what I've heard about Mr. Brook's behavior, I'd rather see the salary paid to him being put into an escrow account for psychological evaluation and anger management. Just my opinion!
