Flags to Fly Half-Staff to Honor Luz James

Sept. 18, 2006 – Gov. Charles W. Turnbull issued a proclamation honoring former Sen. G. Luz A. James on Monday, ordering that flags on government buildings throughout the territory be flown at half-staff until his internment.
James died early Sunday morning. (See "Territory Mourns Loss of Former Sen. G. Luz A. James").
James was the first Virgin Islands National Guard Adjutant General, and was the first African-American Adjutant General under the American flag.
