WAPA Charges Make No Sense

Dear Source:
Well, it happened again. Our electric bill for October, when we were here the full month, was $175.17. For November, when we were on a cruise for 8 days, the bill was $254.29. Not only that, we have replaced most of our bulbs with the energy efficient ones, kept off every light we could and reduced the heat on our hot tub! I sent an email to WAPA over a week before I paid the last bill, but received no response whatsoever. I went ahead and paid the bill so we wouldn't be in the dark. Wonder what they would charge us if they turned off the electricity.
Reducing the LEAC is fine and moving ahead with the steam thing may save us a lot of money. But isn't anyone looking into the huge cost-savings plan that Mosler had and promulgated before and during his bid for Congressional Delegate? I could just scream.
