Leadership Trumps Process

Dear Source:
I am sure that Paul Devine is more knowledgeable than I about the intricacies of the legislative process which he says inhibit change. However, to attribute the appalling record of the legislature totally to its structure is clearly wrong. The legislators themselves have frequently voiced their views, views which have nothing to do with the process, views which defy logic and the voice of the people, e.g. Lynn Spampinato, the raise they voted themselves and will not rescind.
Perhaps the constitutional convention is considering dividing the territory into districts so that each district has a legislator accountable to that district's needs. To the extent that all legislators should be voting for measures which benefit the territory as a whole, perhaps the current method of election has merit.
The basic problem, in my view, is simply electing legislators which are forward-looking, selfless and willing to follow the governor's leadership is digging our territory out of the mess in which it has been mired for decades. To this end, each of us much become involved in finding the persons who would lead us in that direction and electing them.
