WAPA Is to Blame for IHOP Closing

Dear Source:

How sad to have IHOP close. We have enjoyed numerous meals there. The real pity is that this business and others would not have this fate if WAPA had been serious about fixing the energy problems. When will this island start being proactive, instead of reactive?
