WAPA's Cash Condition Is Critical?

Dear Source:
Poor WAPA. They continue to have a bloated payroll, free healthcare employee benefits and still blame all the cash shortfall on the price of oil!
The PSC is no better in granting increase after increase with absolutely no accountability. Yes I think Mr. Hodge can and is doing his best but we need to look at how the money is being spent on a day to day basis.
Three action items need to happen within short order, one being to downsize the staff who bring nothing to the table at WAPA eliminating their jobs immediately, two being the WAPA employees need to foot the bill for their health insurance coverage instead of the entire burden on the taxpayers, and last but not least, the government needs to pay their electric bill in it's entirety and not a measly $5 million as deJongh has proposed.
After that, the government needs to subsidize a broken system since 'they' own it outright and not put the taxpayers in a 'Cash Critical Condition'.
