Board of Hospital Group Meets to Consider New Bylaws

Oct. 4, 2008 — The St. Croix District Governing Board of Directors of the V.I. Government Hospital and Health Facilities Corporation began rewriting the board's bylaws during a special meeting at Gov. Juan F. Luis Hospital Saturday.
Without objection, the board appointed a joint committee, composed of members of the hospital board and the medical executive committee, to look at the bylaws.
Dr. Subramaniam Babu, representing AHEP, the hospital's medical staff association, said whatever changes are made must be in compliance with AHEP's bylaws.
"As we move forward, these bylaws and all the collective bargaining agreements will have to be in compliance with one another," Valdemar Hill, Jr., a new board member.
Ensuring all the affected organizations' bylaws are in accord with one another will be an integral part of rewriting the bylaws, said Dr. Gregory J. Calliste, Luis hospital's CEO. "The bylaws have to be in conformity with the regulations of the Division of Personnel as well as with other bylaws and collective bargaining agreements," Calliste said.
"The bylaws are a living and breathing document, as legal counsel so eloquently said earlier," said Dr. Kendall Griffith, a cardiac surgeon and previous medical director at the hospital.
The joint committee will meet in a week and expects a first draft within 30 days. The final draft is scheduled to be completed within 90 days.
Board members present were: Rivera, Hill, Faustina Richardson, Dr. Michele Berkeley, Imelda Dizon and Frances Molloy. Numerous other hospital staff and executives also attended the meeting.
