Trades Licensing Boards Membership

Who licenses accountants? What about electrictians or plumbers? There are nine trade licensing boards which the Division of Licensing and Consumer Affairs overseas. Several do not currently have a quorum and are limited in their ability to act. Below are those boards and members as of Aug. 9, 2016.

 
Board of Public Accountancy

This board certifies and regulates accountants. Members are certified accountants. They are appointed by the governor with the advice and consent of the Legislature and serve three-year terms. Members serve until replaced.

Architects, Engineers And Land Surveyors Board

The Board shall consist of the Commissioner of the Department of Licensing and Consumer Affairs (or his designee) as an ex officio member, and six other members appointed by the Governor with the advice and consent of the Legislature. Each appointed member shall be a resident of the United States Virgin Islands and shall have been engaged in the practice of architecture, engineering, or surveying in the United States Virgin Islands for at least three consecutive years prior to the date of appointment. At least two of the members shall be architects and at least two shall be engineers. Not more than three members shall reside on the same island.

Barbers, Beauticians and Manicurists Board of Licensing

This body licenses barbers, beauticians and manicurists.
Members are appointed by the governor and confirmed by the Legislature, with no more than three from any one island. Members are all licensed barbers or beauticians. Terms are four years, and the law indicates that if a person is appointed to fill part of a term, that person only serves until the original term expires. There is no provision allowing members to serve until a new member is appointed.

V.I. Board of General Construction Contractors

The commissioner of Licensing and Consumer Affairs serves ex-officio as chair. The other six members are to be construction contractors, appointed by the governor and confirmed by the Legislature. The board approves contracting licenses. Statute allows DLCA to perform the functions of this particular board, without the board meeting, in the absence of a quorum.

V.I. Electricians Licensing Board

Vacancies: 5 (no quorum)
This board licenses electricians. Four of the members of this board are to be professional electricians, nominated by the governor and approved by the Legislature. The fifth voting member is the Department of Planning and Natural Resources’ chief electrical inspector.
This board has no appointed members at this time and DPNR indicates the electrical inspector seat is vacant.
 
V.I. Plumbers and Mechanical Contractors Licensing Board

Four of the members of this board are to be professional plumbers, nominated by the governor and approved by the Legislature. The fifth voting member is the Department of Planning and Natural Resources’ chief plumbing inspector and the sixth is DPNR’s chief mechanical inspector.. Gov. John deJongh Jr. sent the nominations of Charles Anthony and Clarence Todman to the Legislature in, June 2014, but the Legislature did not act on the nominations. DPNR indicate the two DPNR positions are vacant.

Real Estate Appraisers Board

This volunteer board, created in 1991, licenses real estate appraisers, There is a complex formula for the membership’s composition, requiring volunteers working in the field and at least two volunteers who do not, along with island quotas. All are appointed by the governor and confirmed by the Legislature and serve three year terms or until replaced.

Created in 1967, this volunteer board, operating under DLCA licenses real estate brokers, but not appraisers. Like the newer appraiser board, there is a complex formula for the membership’s composition, requiring three volunteers working who are brokers and at least four volunteers who are not, along with island quotas and a requirement that one member be an attorney. All are appointed by the governor and confirmed by the Legislature and serve four year terms or until replaced. The statute specifies there is no stipend.
