Man Surrenders to Police in St. Thomas Rape Investigation

 

A man surrendered to police on Monday in connection with a sexual assault that occurred July 1 in the area of the V.I. Water and Power Authority on St. Thomas, the V.I. Police Department reported.

Carl M. Fleming Jr., 29, surrendered at 8:30 a.m. Monday at the  Criminal Investigation Bureau, the report stated. Fleming was arrested and charged with first-degree rape, first-degree assault, kidnapping and third-degree robbery, according to the report. Bail was set at $100,000. Unable to post bail, Fleming Jr. was remanded to the Bureau of Corrections pending his advice of rights hearing, it said.  

His arrest comes after officers from the Richard Callwood Command were dispatched to the area of Anna’s Fancy on July 1, regarding an assault.

Investigation revealed that a female victim was sexually assaulted on Mosquito Point Road, in the area of WAPA. Based upon video surveillance and other information received by detectives, Fleming Jr. was identified as a suspect, Monday’s report stated.
