The Help America Vote Act (HAVA) established a program and funding to states and territories to replace antiquated voting machines, to develop electronic data bases to replace cumbersome hard bound voter logs, to educate voters and encourage participation in the election process and to provide private voting access to handicapped individuals. In order to receive federal funds jurisdictions applying for those funds were required to develop a plan for use of the moneys. Here is where you can find the V.I. Election Plan as submitted to the Federal Election Commission.
