Dredging Requires A Participatory Master Plan

I strongly support Senator Nelson's comments about pride. I strongly support Mr. Brin's position regarding a master plan, though I would add that a master communication system/method be created by consensus first (i.e. plan the process before the product) so that the master plan would be created by an inclusive participatory process. There are so many conflicting ways of doing business here, cultural norms in conflict, conflicting family traditions, conflicting religious viewpoints, little spoken but very real and vicious racism by all the races that unless we start communicating under the agreement that at least we can acknowledge our humanity, as we certainly don't do that yet, then maybe we can polish up our diamond of stx.
