My understanding of the Legislature's philosophy hinges on the democratic realities that: in the eyes of the law all citizens are equal and whatever our situation in life, all of us is liable to punishment in the ordinary courts of law for breaches of the law.
Furthermore I believe that the greatest privilege of a citizen is the right to participate in the government. That such person can do so directly by becoming a member of the legislative branch or indirectly by exercising the franchise to elect suitable representatives.
Virgin Islanders should be made to feel rest assured that the Legislature's function will be the making, altering, amending or repealing of the laws; the Executive or Administrative is to do the work of putting the laws into effect and of administering the islands' businesses through the heads of departments and other members of the government performing these functions; and the Judicial branch function is the explaining or interpreting of the laws which are presided over by Judges or Magistrates.
The Legislature's approach when dealing with the people's business while in session should be: (a) consideration for the feelings of others, (b) respect for the other persons' point of view, and (c) co-operation.
It is clear in my mind that in times like these there is no place for the "Lone Wolf," and the adage that our actions are depended on the actions of others whom we have associated, says if we wish to be worthy citizens or residents of these Virgin Islands, there are certain principles, which we must try to observe. These are: (1) proper human relationships; (2) self-Independence; (3) service to the community; and (4) observance of certain standards of conduct and behavior.
If our Legislative mandate is of the above characteristics, then the saying by Winston Churchill can apply to the future of these islands, "healthy citizens are the greatest asset any country can have."
