How Could Competition Result in Higher Costs?

How could competition with Innovative result in higher costs to consumers? I am no economist, but I thought competition is what drives prices down.
Why would the PSC take over a year after a decision from the court to act? Does Innovative have a relationship with the PSC that is unhealthy for consumers?
