Dear Source:
The taxis melee which tie up traffic on Main Street and the Waterfront and annoy everyone with their "Back to the Ship?" calls, even in the morning when no one is apt to want to go back to the ship, could be resolved if we followed what the British do. Have a civilized queuing system. Stops are established where taxis remain parked, engines off. Passengers line up (queue up) and each taxi takes its turn in picking up the passenger. No only would this resolve the annoying traffic messes but it would save fuel and emissions, as the taxis would not have to be running all day long. This system could work at other locations on island as well.
