The farmers and restaurant owners need to form a coalition so that the farmers regularly produce products needed by the restaurants and the restaurants agree to buy the produce they need locally. (See "Growing Our Own: Agriculture in the Virgin Islands.") This is not a new concept. See berkshiregrown.org for an example of a working coalition.
