The Public Should Not Pay Twice for Vitelco Upgrades

It seems to me that the purchaser of Vitelco should be obligated to upgrade the infrastructure, replacing all that "bailing wire and chewing gum" and whatever else has been cobbled together over the years, and the cost should be factored into the purchase price. Rates should not be used to charge the public again – the public has already paid for proper maintenance over the years but didn't get it. Rates should reflect the cost of maintaining new infrastructure rather than paying for replacing it.
