  1. INTRODUCTION 

The University of the Virgin Islands (UVI) is requesting quotations from qualified contractors for the installation of a standalone solar photovoltaic (PV) and battery storage system to provide electrical power for a 40-foot container facility located on the UVI Albert A. Sheen Campus, 10000 Castle Burke. Kingshill, VI 00850‑9960.

The system will support:

  • Interior and/or exterior LED lighting
  • One small HVAC/mini-split air conditioning unit
  • Associated electrical components required for safe and reliable operation

The owner will provide the solar panels. The selected contractor shall provide all remaining equipment, materials, labor, mounting hardware, wiring, controls, protection devices, and installation services necessary for a complete and operational system. The contractor shall also furnish and install the LED lighting, HVAC system, and all associated electrical components required for safe and reliable operation.

  1. SCOPE OF WORK

The contractor shall furnish all labor, supervision, tools, transportation, equipment, and incidentals necessary to complete the following:

A. System Design

  • Assess the container electrical load requirements
  • Design an appropriately sized off-grid solar-battery system
  • Verify compatibility of owner-provided solar panels with proposed equipment
  • Size battery bank, inverter, charge controller, and protection systems accordingly

B. Equipment Supply

Contractor shall provide all required components excluding solar panels, including but not limited to:

  • Battery storage system
  • Inverter
  • Electrical disconnects and breakers
  • Wiring and conduit
  • Combiner boxes (if required)
  • Mounting hardware and racking
  • Grounding system
  • Electrical panels/subpanels
  • Monitoring system (if applicable)

C. Installation

  • Install owner-provided solar panels
  • Install battery and inverter systems
  • Complete all electrical connections
  • Install conduit and wiring in accordance with applicable codes
  • Mount and secure all components
  • Label system components appropriately
  • Test and commission the complete system

D. HVAC and Lighting Integration

  • Connect and configure power supply for LED lighting
  • Connect and configure power supply for one small HVAC/mini-split unit
  • Verify proper operation under solar/battery power

E. Documentation and Training

Provide:

  • Basic system documentation
  • Equipment manuals and warranties
  • As-built wiring diagram
  • Brief owner orientation on operation and maintenance
  1. Contractor Responsibilities

The contractor shall:

  • Conduct a site visit prior to installation if necessary
  • Verify field conditions and dimensions
  • Ensure compliance with applicable electrical and building codes
  • Coordinate work schedule with owner
  1. OWNER-FURNISHED EQUIPMENT

The University shall furnish:

  • Solar photovoltaic panels only.

The contractor shall identify any missing specifications or compatibility concerns during the quotation process.

  1. CONTRACTOR QUALIFICATIONS

Contractors shall:

  • Be licensed to perform electrical work in the U.S. Virgin Islands.
  • Have demonstrated experience installing solar PV systems and battery backup systems.
  • Have completed at least three similar projects within the past five years.
  • Be properly insured.
  1. SITE VISIT

A non-mandatory site visit may be scheduled upon request. Contractors are encouraged to visit the site prior to submitting a quotation.

  1. QUOTATION REQUIREMENTS

Quotations shall include:

  • Company information
  • Contact person
  • Business license
  • Technical approach /Description of proposed system
  • Timeline for completion/Project Schedule
  • Equipment specifications
  • Manufacturer specifications
  • Installation schedule
  • Itemized pricing
    • Labor
    • Materials & Equipment
    • Optional items
  • Warranty information
  • Three references for similar work

Optional pricing may be submitted for:

  • Different battery capacities
  • Different inverter sizes
  • Remote monitoring systems
  • Generator integration capability
  1. EVALUATION

Quotations will be evaluated based upon:

Criteria Weight
Price 40%
Technical Approach 20%
Experience & Qualifications 40%

The University reserves the right to reject any or all quotations, waive informalities, negotiate with one or more firms, and award in the University’s best interest.

  1. INSURANCE REQUIREMENTS

The successful contractor shall provide certificates of insurance meeting University requirements prior to commencement of work.
