STX Man Pleads Guilty to Possessing Crack Cocaine

Roosevelt Dowling, 58, of St. Croix, pleaded guilty to possession with intent to distribute 28 grams or more of cocaine base, also known as crack cocaine, before U.S. Magistrate Judge George Cannon Jr. in federal District Court in Christiansted, U.S. Attorney Gretchen C.F. Shappert announced in a news release issued Wednesday.

According to the plea agreement filed with the court, on or about Jan. 30, 2017,law enforcement officials executed a search warrant on Dowling’s residence and seized approximately 31 grams of crack, 759.5 grams of cocaine hydrochloride, 19 marijuana plants, two digital scales, and $6,690 in cash.

Dowling faces a mandatory minimum sentence of five years’ imprisonment, a four-year term of supervised release, and a fine of as much as $8 million.

The case was investigated by the Drug Enforcement Agency and the V.I. Police Department and is being prosecuted by Assistant U.S. Attorney Meredith J. Edwards.
