Queen Louise Revitalization Project – Architectural & Engineering Design Services
The Virgin Islands Housing Finance Authority (VIHFA) is soliciting proposals from qualified Architectural and Engineering (A/E) firms or teams to provide professional design services for the Queen Louise Revitalization Project located at Parcel No. 15 Consolidated and Parcel No. 13 Consolidated, Nordsidevej, Queens Quarter, St. Thomas, U.S. Virgin Islands.
The selected Respondent shall provide professional preliminary architectural and engineering design services, including planning, site and infrastructure design, architectural design, civil engineering, structural engineering, geotechnical coordination, drainage and utility planning, accessibility design, permitting coordination, and related services necessary to develop a complete thirty percent (30%) A&E design package for the proposed revitalization project. The project includes the planning and site design of approximately sixteen (16) townhouse units and associated infrastructure improvements.
All services shall be performed in accordance with applicable federal, territorial, and local regulations, including HUD requirements, ADA and Section 504 accessibility requirements, and applicable USVI permitting and building code requirements.
This Request for Proposals (RFP) was issued on Tuesday, June 23, 2026. All proposals, questions, communications, and addenda related to this solicitation shall be submitted and accessed exclusively through VIHFA’s e-Procurement system (IonWave).
All proposals must be submitted electronically no later than:
Monday, July 13, 2026, at 2:00 PM Atlantic Standard Time (AST).
A Pre-Proposal Conference is scheduled for:
Friday, July 3rd, 2026, at 10:00 AM AST.
All questions concerning this RFP must be submitted in writing through the IonWave system no later than:
Tuesday, June 30, 2026, at 11:59 PM AST.
All updates, clarifications, and addenda will be posted via the IonWave portal. It is the responsibility of all prospective Respondents to monitor the system for any updates prior to proposal submission.
This solicitation is issued as a Request for Proposals (RFP). Award will be made to the Respondent whose proposal is determined to be the most advantageous to the Authority, considering qualifications, experience, technical approach, project understanding, capacity, past performance, and cost.
