As holiday shopping and charitable giving ramp up across the nation, AARP Fraud Watch Network™ is sounding the alarm: scammers are exploiting online shopping, shipping notifications, last-minute donations, gift cards and more. The newly released 2025 AARP Holiday Shopping and Scams Report reveals that a staggering 89% of U.S. adults have encountered at least one scam tactic in the past year.
“Criminals are relentless during the holidays, exploiting the many opportunities that come with a busy season—from shopping and traveling to charitable giving,” said Kathy Stokes, Director of Fraud Prevention Programs at AARP’s AARP Fraud Watch Network™. “Understanding how they operate is the first step toward protecting yourself and your loved ones.”
Key Findings:
• 89% of adults report experiencing fraud—ranging from fake toll-payment texts and bogus charity appeals to misleading digital ads.
• Over 50% received deceptive shipping or toll notification texts in the past year.
• Nearly 40% were targeted via social-media ads—a noticeable increase since last holiday season.
• About one-third received suspicious charity donation requests.
• 30% report packages stolen from their doorsteps.
• 40% of peer-to-peer (P2P) payment app users accidentally sent money to strangers.
• Many underestimate fraud risks associated with debit cards or fail to verify charitable organizations before donating.
