VIPD was notified Tuesday of an unauthorized use of a vehicle that occurred Monday in the area of Red Hook Dock, St. Thomas, according to the police report.

Contact was made with the complainant, who explained that they parked their vehicle in the parking lot on Monday at about 1:45 p.m., leaving the doors unlocked and keys inside. They also explained that upon their return on the same date, at about 12:00 a.m., they discovered that the unknown suspect had entered their unlocked vehicle and removed the vehicle without their permission, the police report stated.

VIPD and Port Authority officers received information regarding the incident and made contact with Edward Richards in the area of Moravian Highway. His bail was set at $25,000, the report stated.
